Saitō studied under Miura Kindō, of the Kinko ryū, when he was a medical student at the University of Tokyo and, after returning to Hirosaki, he studied under Tsushima Koshō, one of the three masters of the Kinpu ryū. In December of 1936 he and Yamaya Kozan performed Kinpu ryū pieces for Prince Chichibu in Tokyo.
